The Outline Planning Application is going to be decided at the next Development Management Committee (DMC) meeting, notification emails where sent out today at around 11:30am.
Note that the 26th of October is school half term week meaning that committee members who have children will likely be on leave and general attendance will be likely be low!.
[OPINION]Members with children are most likely to question the road safety aspects concerning the school, decisions for large sites incorporating large schools should be be scheduled during school half terms, this is just plain common sense![/OPINION]
Also note that is has been scheduled for the 26th of October and recommended for approval despite the planning officers being made aware that there is an outstanding SoRSA investigation into the road safety audit which won't be completed by that date.
The road safety auditors would have been made aware by SoRSA of their investigation on the 11th of October, CBC planning were also made aware of this, now 2 days later there is a rush to determine the planing application.
There is also a National Highways consultation response outstanding, National Highways stated that no decision should be made until after the 12th of October because they need more time to assess the scheme. Their response didnt arrive yesterday and today it is being scheduled for the next DMC meeting on 26th October.

The CIHT Society of Road Safety Auditors (SoRSA) have started an investigation in to the RSA for which the site visit took place during school half term doulbe bank holiday week. They are investigating the RSA and the conduct of the Auditors who carried out the RSA.
A new Road Safety Audit (RSA) was submitted in June 2022, the site visit took place during a school half term week which also happened to be the double bank holiday week of the Queens Jubilee. This was a very quiet week for the local roads as would be expected, and highly likely to be the lowest pedestrian and vehicular traffic volumes of the whole year!
For a large development with 2 form entry Primary School this is a time that would need to be avoided for a site visit in order to correctly assess normal conditions, not chosen, presumably in an attempt to decieve decision makers.

There is also a revised plan for Station Road as part of the re-consultation which attempts to falsely convey the available carriageway widths at some points along station road, particularly at the pinch point at the corner of Harlington Manor wall and at the location of the proposed uncontrolled pedestrian crossing.
The Outline Planning Application is now undergoing a "re-consultation" period. CBC Planning have sent out letters via email to residents that objected to the planning application stating that they have received ammendments and lists the new documents. The deadline for Comments / Objections to the re-consultation is 13th April. Which also happens to be easter bank holiday week and during school half term

The applicant submitted their Planning Application (ref: CB/21/05416/OUT) to the council on the 8th of December with the consultation start date being 20th of December, meaning that much of the consultation period would be over the christmas holidays.
This is typical submission timing for developers, submit a planning application over a holiday period in the hope of reducing the number of objections.
[OPINION] As with the unresolved road safety issues, this is another example of the lack of respect for the residents of Harlington who would much rather be enjoying the holiday period than having to deal with this. [/OPINION]
The public notification letter about the Outline Planning Application was only recevied last week, depite the fact that the consultation start date was the 20th of December. The letter states that the consultation deadline is 12th of January.
Note: The consultation end date now shows as the 28th of Jan on the planning portal, this is now the latest correct date.
Note: The applicant submitted their planning application before the council had even discussed and "Endorsed" their Development Brief at the Development Committee meeting on the 15th of December, preventing any feedback from the meeting to be incorporated.
The Development Brief has been "Endorsed" by planning on the 15th of December, it took some time for the planning portal to be updated, the status is now listed as "Decided".

The Consultation period for the Outline Planning Application started on the 20th of December and runs until the 28th of January. The timing is unfortunate as this places much of the consultation period over the christmas holidays.

There are around 56 documents making up the planning application, discounting the xmas and new year period leaves 24 non-holiday days to review everything for comments.
Note: There are no pedestrian safety and highways improvements proposed for Station Road and the railway bridge and minimal improvements for Westoning road. These were primary issues raised in both the public consultation and Development Brief internal consultations.
Refer to Plans listed below and note only the slightest colour difference between "EXISTING FOOTWAY" and "PROPOSED FOOTWAY".
This plan proposes minimal works for Westoning Road, which comprises a one-way system under the railway bridge, a slight widening of the footway near and under the bridge and a small footway extension and cycle barrier near the proposed pedestrian and cycle access point.
