The plan referenced in the notification letter appears to be a new plan that previously did not exist and just attempts to show the length of visibility at the first right hand bend after the railway bridge.
The obvious issue is that it is clear from the photos in the above plan that the visibility being demonstrated is based on the state of the verge immediately after the vegetation was trimmed. This is likely to be why this was trimmed back so much recently as it this has not been done before.
